1. DIRECTOR PROPERTY DEVELOPMENT AND MAINTENANCE

Summary Job Profile: :

To provide overall supervision and leadership of the Property Development and Maintenance, to formulate and implement the property development and maintenance policies and strategies of the MVCL, to ensure up to date development and maintenance information is available to the Board, Chief Executive Officer and Senior Management for decision making and to ensure adequate development and maintenance records and internal controls are established and maintained, and that all reporting requirements are met.

1.1 Main Duties and Responsibilities

1.1.1 Strategic Business Planning and Review

• Preparing departmental work plans and budget for incorporation in the MVCL corporate budget..
• To provide real estate or built environment information and insights for inputting in the strategic plan, thereby assisting the organization raise funds in a cost-effective and time-efficient manner through prudent property development investments.
• To manage the competing forces of risk and return, as well as managing the relationship between time, cost and quality during project execution bearing in mind that every decision is influenced by the same three forces by the mantra which says: time is speed, cost is money, and quality is the product.
• To maximize the revenue while minimizing cost to deliver a quality outcome by managing the following project costs; land, acquisition costs, professional fees, authority fees and charges, construction, marketing, legal and finance costs, land holding costs and taxes.
• To prepare monthly, quarterly, annual and adhoc reports on the development and maintenance of MVCL properties.
• To agree, monitor and review performance of subordinates to ensure that they meet their performance objectives.

1.1.2 Property Development

• To oversee the acquisition of new real estate for the organization.
• To manage the organization’s real estate development portfolio.
• To find new potential buildings and properties to develop and engage in contract negotiation to acquire the property.
• To find the best locations and undertaking due diligence on property to ensure that the project risks are known and mitigated.
• To engage, inspire and manage project teams to ensure the best possible outcome for every project.
• To drive the project development concept design formulation.
• To ensure that all necessary permission and approvals required to develop the project are obtained.
• To initiate the pre-sales and marketing of the project prior to construction.
• To participate in the sourcing of necessary funding to commence the construction.
• To supervise the construction from ground to completion.
• To oversee and agree contracts and providers for services including horticulture, waste management, air conditioning, fire prevention, building contractors and pest control services.

1.1.3 Property Maintenance

• Manages the rehabilitation and maintenance of accommodation and office properties of MVCL as required.
• Inspects accommodation facilities regularly to ensure tenants adhere to contractual obligations and proper upkeep of facilities and equipment.
• Develops and ensures implementation of a comprehensive maintenance plan.
• Supervises, inspects and certifies all works done by contractors to ensure property control according to the conditions of contract.
• Prepares monthly, quarterly and adhoc reports on the development, maintenance of MVCL properties.
• Agrees, monitors and reviews performance of subordinates to ensure that they meet their performance objectives..
• To ensure the re-modelling of gardens and surroundings to give them a quality appearance and ambience.
• To perform any other duties as assigned by the Chief Executive Officer from time to time.

Qualifications

• Full grade 12 School Certificate.
• BSc Degree in Real Estate, Quantity Surveying, Civil Engineering, Building Construction Management.
• Master’s Degree in any of the following, Land Economy, Real Estate, Quantity Survey, Construction Management or any other social science.
• Supervises, inspects and certifies all works done by contractors to ensure property control according to the conditions of contract.
• Membership with professional bodies, Zambia Institute of Valuation Surveyors, Zambia Institute of Quantity Surveyors, Engineering Institute of Zambia.
• 8 years’ senior management experience in real estate.

• Member of Zambia Institute of Marketing (ZIM).
• A minimum of five (5) years’ experience in middle management.

3.0 HEAD PROCUREMENT

3.1 Summary Job Profile:

To manage the purchasing and procurement function in order to ensure that purchases and supplies are timely, cost effective and in-line with Zambia Public Procurement Authority (ZPPA) procurement and purchasing policies and procedures.

3.1.1 Main Duties and Responsibilities

• Formulates and reviews procurement and supplies policies and procedures and recommends necessary changes in order to ensure compliance to statutory requirements and company policy.
• Recommends for necessary changes in accordance with circulars issued by ZPPA.
• Organizes in consultation with the Management Procurement Committee (MPC) Chairperson the monthly MPC meetings and acts as secretary and records proceedings and decisions reached to guide procurement of goods works and services of the Company. Secretary of the Management Procurement Committee (MPC). Presents recommendations to MPC on all procurement proceedings which are above CEO’s threshold.

3.1.2 Specific duties

• Prepares bidding documents for formal tenders and manages tender closing and opening, tender evaluations and contract awards to ensure competitive tendering and adherence to ZPPA procedures.


• Prepares Solicitation Document for the tender.

a. Conducts tender opening ceremonies and prepares the tender opening report to CEO.

b. Give guidance during the tender evaluation and prepares tender Evaluation Report to CEO.

c. Presents tender evaluation recommendations for award of contract to the best evaluated bidder.

d. Negotiates with the bidders before contract award

e. Prepares a contract for provision of goods and services

f. Conduct Supplier Evaluation and recommend for contract renewal if possible.

• Timely preparation of Monthly, Quarterly and Annual Reports on the procurement and supplies unit activities in order to facilitate decision making. Prepares the annual Procurement Plan and submits to ZPPA and CEO.Prepares quarterly reports and submits to ZPPA and CEO.
• Supervises informal management Procurement Committee processes by reviewing, evaluating quotations and confirm with the Local Purchase Order presented by Buyer to ensure compliance to tender procedures.
• Prepares and submits the Departmental budget on time and ensures that expenditures are within the approved budget.
• Supervises the movement of stocks to ensure that there are no stock outs, makes periodic checks and reports to management on the status of the Stores.
• Coordinates quarterly and annual stock takes and conducts random inventory counts from time to time.
• Agrees, monitors and reviews performance of subordinates to ensure that they meet their performance targets.
• Undertakes buying of goods, works and services
• Performs any other duties as assigned by the Chief Executive Officer from time to time.

4.0 CUSTOMER SUPPORT OFFICER

4.1 Summary Job Profile:

To guard company property, staff and tenants in order to ensure that they are always protected .

4.1.1 Main Duties and Responsibilities

• Patrols the assigned zone in order to ensure that all properties and tenants are always secure and protected.
• Searches vehicles leaving the MVCL in order to ensure that no company property is stolen or taken out of company premises without management authority.
• Mans the main gate opening and closing the gate for vehicles coming in and leaving the village respectively in addition, records motor vehicles entering and leaving MVCL in order to monitor their movements.
• Escorts company vehicles for refuelling and employee working in the night to their homes
• Scrutinizes visitors coming in the MVCL and reports suspicious persons to the supervisor
• Performs any other duties as assigned by the supervisor from time to time.
• Performs any other lawful duties as assigned supervisor.

• Full grade 12 School Certificat.
• Security training.
• Able to read and write.

6.1 Summary Job Profile:

To drive Company tractors and other vehicles as assigned, transporting staff, materials, mail etc and ensuring that the vehicle is always in good working condition.

6.1.1 Main Duties and Responsibilities

• Drives assigned Company vehicles, transporting staff, materials, mail etc, while observing traffic rules and regulations.
• Keeps the assigned vehicle well cleaned and polished.
• Conducts quick check of the assigned vehicle, before using it, checking tyre pressure, oil and water levels, indicators etc to ensure safe use of the vehicle and to improve the vehicle serviceability and life span.
• Ensures regular servicing of the assigned vehicle so that the vehicle is always in good working condition.
• Ensures daily authorization of trips by maintaining a vehicle logbook.
• In case of any accident involving a Company vehicle, immediately reports to the police and makes a sketch of the position of the vehicle, takes the particulars of the other vehicle and Driver, and at the earliest opportunity reports to the supervisor.
• Ensures that the Company vehicle is used for business only and not for carrying lifts.
• Ensure that all the MVCL vehicles are roadworthy and have valid licenses, road tax, insurance and fitness etc.
• Drive the tractor to collect all the refuse.
• Performs any other duties as assigned by the Supervisor from time to time.
